Grant Expert for Grants and Financial Management Training
1. Background
Students and Youth Working on Reproductive Health Action Team (SAYWHAT) is a youthled, membership-based organization established in Zimbabwe in 2003. The organization champions the health, rights, and wellbeing of students and young people. Under the “Sexuality Education for Transformation” (SET) project the organization seeks to institutionalize its systematic processes for partner selection and grant portfolio management.
2. Purpose of the Consultancy
SAYWHAT seeks a high-level Grant Expert to facilitate a 3-day Grants and Financial
Management Training program. The training aims to strengthen the institutional capacity of 26 participants, including the Board, Senior Management, and technical staff. The consultancy will culminate in the full development of a Grants Management Manual and a Sub-granting Policy.
3. Scope of Work
The contracted Grant Expert will utilize adult-learning methodologies, including case studies, workshops, and Socratic dialogue, to deliver the following:
- Finance for Non-Finance Managers: Facilitate sessions empowering Board Members and Management with strategic financial oversight tools, focusing on financial statements, audit reports, and linking budgets to strategic plans.
- Grant Lifecycle & Compliance: Train program and finance staff on the full grant lifecycle, from solicitation to close-out, including monitoring mechanisms, best practices and risk mitigation.
- Policy Development Workshop: Guide hands-on sessions to workshop, draft, and integrate internal controls and fraud prevention into a new Sub-granting Policy and Grants Management Manual.
- Assessments: Administer pre- and post-training assessments to evaluate knowledge growth.
4. Expected Deliverables
- Pre- and post-training assessment reports detailing participant growth.
- A finalized Grants Management Manual.
- A comprehensive draft of the Sub-granting Policy
- Training Report
5. Required Qualifications (First Shortlist Criteria)
To ensure alignment with both international standards and the local operating environment, candidates must meet the following criteria:
- Regional Expertise: A proven track record of handling top-tier grant portfolios across Africa, with specific experience managing complex, multi-country grants and large-scale sub-granting mechanisms.
- Donor Compliance Mastery: Deep familiarity with the compliance frameworks, reporting requirements, and statutory regulations of major international donors.
- Zimbabwean Context: Demonstrated understanding of the Zimbabwean NGO financial landscape, including multi-currency budgeting, exchange rate volatility reporting, and local statutory compliance requirements for sub-grantees (e.g., ZIMRA, NSSA, and PVO reporting standards).
- Capacity Building: Proven experience delivering financial training or “Finance for Non-Finance Managers” to NGO Boards and Senior Management.
- Educational Background: An advanced degree in Financial Accounting, Financial Management, or a related professional qualification.
